Originally, rent payments for Interim City Hall were intended to be funded from a voter-approved bond measure to build a new City Hall. These measures did not pass, so the City’s General Fund has been paying for rent since 2010. As sources of General Fund revenues, such as sales tax, decreased during the Recession, the City reduced staff hours by 18% since 2008 to afford rent and other services.
Additionally, the General Fund subsidizes Recreation programs. The levy would maintain and preserve these programs. General Fund dollars now used to maintain these services would pay for other General Fund services.
