Phyllis was born in Fargo, North Dakota, studied at Augsburg College in Minneapolis and graduated from the University of Washington. She has been a professional musician as well as an interior designer and professional photographer, displaying her fine art photography at the EAFA Gallery, the Kenmore Art Show and Parklane Gallery.

Pursuant to Governor Inslee’s Proclamation 20-28, in an effort to curtail the spread of the COVID-19 virus, the City Council’s regular meetings in May will take place online and the public will not be allowed to attend in person. Effective April 16, 2020, the Council is accepting written public comment that will be acknowledged in the meeting.

To watch the meeting over the internet: 1) Go to https://zoom.us/join; 2) Enter meeting ID (824 9052 7567) and click “join” (you will be prompted to install the Zoom application if you do not already have it); and 3) Enter password (7761161).
