The City Council reviewed the results of a 2010 post-election survey at their annual goal setting meeting in 2011. The survey results showed residents approved of the project, but not the cost. The City Council directed that a less expensive project that still had the same elements as the original proposal be developed.
The cost of the original proposal was reduced by one-third to $25 million by eliminating the Emergency Operations Center (now grant funded), storage space, and third floor offices. These will now be located at the city’s Operations Facility following the city’s purchase of City of Lynnwood’s portion of the building. On March 19, 2012, the City Council decided to consider an ordinance to put a $25 million capital bond measure on the August 7, 2012 election ballot in lieu of a property tax levy lid lift to continue renting the Interim City Hall space at a cost of about $500,000 per year.
