At the July 22 special meeting, the City Council emphasized their desire to receive ongoing community input on the Town Center Subarea Plan Update and to contact the city with questions. To provide input, you may either attend a meeting and provide verbal comments, write a letter to the City Council or email cosborn@ci.mlt.wa.us. Your comments are a part of the record being forwarded to the City Council as they work through their review of the Plan and supporting documents over the next two months.
The next two City Council meetings concerning the Town Center Subarea Plan are related specifically to the Supplemental Environmental Impact Statement also known as the SEIS that has been prepared as part of the Plan. The Council and Planning Commission will meet jointly to review the SEIS on Thursday, August 1 with a public hearing on the SEIS scheduled for Monday, August 5, both at 7:00 p.m.
The Draft SEIS can be reviewed at City Hall and on the city website at www.cityofmlt.com/338. A 30-day comment period on the Draft SEIS runs through 4:00 p.m. on August 19, 2019. The SEIS will supplement the Mountlake Terrace Town Center Planned Action and Zoning Regulations Final Environmental Impact Statement (Final EIS), published in August 2007, and the Town Center Planned Action Final EIS Addendum, published in April 2013.
SEIS comments will be taken during that agenda item only. General Town Center Plan comments may be shared with the Council under the public comment agenda item during the August 1 and 5 meetings.
The August 15 work/study session will include review of the Town Center Subarea Plan. Public comment will be accepted at this meeting.
Upcoming opportunities to ask questions about the Plan include the city’s National Night Out Against Crime event on Tuesday, August 6 from 6:00 to 8:30 p.m. at Evergreen Playfield and the August 14 Coffee with the City event from 6:00 – 7:00 p.m. at the Recreation Pavilion.
Department Directors responded to questions at the city’s Tour de Terrace booth for 13 hours this past weekend. In follow up to some of the questions asked, the city would like you to know that there is no eminent domain being used to take property for the Town Center Subarea Plan. Light rail is the catalyst for new growth and development. The Town Center Subarea Plan is a long-term vision with the goal of developing a vibrant attractive center filled with offices, restaurants, housing, retail stores, and community amenities. New retail spaces typically follow new residential development. The Plan calls for activating spaces in the Town Center that connect to the Transit Center and future light rail station.
On Monday, September 16, the City Council is tentatively scheduled for a public hearing on the Comprehensive Plan and Development Regulations related to the Town Center Subarea Plan. Final City Council action on the Town Center Subarea Plan is anticipated for Thursday, September 26 at 7:00 p.m.
